MDS has a strong, experienced management team that strives for excellence, working diligently with their clients to help them provide superior water management services to their communities.

The management team of MDS has over 125 years of combined experience in water and wastewater operations.

Management Team:

Bryan Chapline, Founder and President of Municipal District Services

Bryan has over 35 years of water and wastewater operations experience that began with his family’s company, Muniservice Corporation, in 1976. Subsequent to the sale of Muniservice in 1998, Bryan served as VP of MUD Operations and Regional VP of Aqua Source and Aqua Services, respectively. His responsibilities included contract operations of 100+ utility districts in the Houston Metropolitan area.

Kenneth R. Love, Vice President, Operations

Ken’s career in the water and wastewater operations industry began in 1979 as an Operator and Electrician for ECO Resources. Since that time he has gained experience in Operations through his role as Senior VP of Water & Wastewater Public Utility Services with Tebco (1981-1998), Manager of Operations with Aqua Source (1998-2003), and most recently as Regional Manager of Aqua Texas until the inception of MDS in 2007.

Rebecca Marcucci, Vice President, Business Development

Rebecca has 17 years experience in the water and wastewater operations industry that began in 1994 with ECO Resources. Subsequent to leaving ECO, Rebecca worked for Legacy Energy Management Solutions, consulting with over 200 utility districts to assist them with their electricity needs. She has earned a solid reputation in the industry, serves on the AWBD Program and Water Smart Committees, and has been a presenter during the AWBD bi-annual conferences. Rebecca testified as an industry expert at the State of Texas House of Representatives Intergovernmental Affairs Committee hearing on Hurricane Preparedness.

Jalene Palmer, Vice President of Customer Care

Jalene a 1977 graduate of Purdue University, has been involved in the municipal utility district management sector for over 20 years. Her management of key departments including builder services, dispatch, customer care, meter reading and software solutions, has earned Jalene a solid reputation in the industry.

David Hernandez, Manager of Field Services

David,  a well-respected veteran in the water and wastewater service industry, started his career as an equipment operator in 1974. Since that time, he has gained experience in the field service area through his management roles in two major operating companies. David joined Municipal District Services in 2010 as Manager of Field Services.
